If that is the "body only" budget, then I would go for a used 1D Mark III or a new 5D Mark II.
OTOH, if you mean for "everything" then... The "best" thing to do is work your budget backwards. First subtract 10% ($200) to cover taxes, then subtract the cost of the wanted/needed lenses. The amount left over will help you
