Best Lenses For Canon Dslr Camera

Paul asks…What camera on the market should I buy?My budget is between $300 to $499 (not over $500)
I'd like it to have
- great portrait & people shots (my main use of it)
- non-shake feature?
- lots of effects (ie black & white, sepia, more interesting ones maybe?)
- action shots
- macro (duh.)
- action shots
- DSLR

I will be taking lots of artistic shots. But I don't want to immediatley buy many different lenses because I am just upgrading to DSLR, so a camera that already provides
